Abstract: The right to vote in free and fair elections is touted as one of America’s most sacred values. But we have yet to find an objective way to determine whether a congressional district is fair or not. I present Boris Alexeev and Dustin G. Mixon’s proposed mathematical qualities of a fair districting system, and their proof that we can never have all three.
